VOIP Solution of Grass-roots Electric Power System
System Overview |

To ensure the command and control of internal communication, the
electric power system has established internal phone
communication network covering the whole country, and mostly
urban and county organs. Usually, the speech communication
system adopts program-control exchange solution for
program-control exchanger to connect with photic transmission
system of SDH, WDM and ATM.
In process of informatization of electric power enterprises, IP
data network gradually covers all grass-roots organs. Based on
current IP data network, to adopt speech group exchange and
establish IP phone communication system is the best way to meet
the requirements of phone/fax communication in rural and town
grass-roots organs which will help lower the construction cost
of speech communication system, speed up the construction
period, achieve “Three networks into one” and improve the
utilization of data network.
System application solution
Solution topology
The solution is to establish IP phone system and connect to the
phone control network of urban or county Grade I based on
existing or newly-built grass-roots IP data network in rural or
town, which will avoid investment in traditional circuit
transmission and exchange system. Only IP data network is
required for “Speech, data and video” into one.
Sine not many staff working in grass-roots electric power
stations, the organs are loose to some extent, so the capacity
of central exchanger / PCM should be large enough if employed
the speech communication system based on traditional circuit
switching for overall covering. Furthermore, the grass-roots
organs have no choice on flexible small terminal
communication equipments which should even be used in pairs with
higher cost, longer construction period and worse flexibility.
Yet, IP phone communication system can fully play use of current
IP data network for speech communication with no need of special
speech communication network. The IP phone terminal equipments
with features of simplicity and flexibility are not only
suitable for small organs but also advantageous in low
construction cost, short period, “Plug-and-Play” of equipments
and simple maintenance.
System components
(1) Central organs of urban and county bureaus
Digital relay IP speech gateway
The central organ is strongly recommended to configure one
CNG8000 digital relay IP speech gateway to connect with original
program-control phone exchanger through E1 digital relay
circuit, for realizing the interconnection and extension of
communication network. CNG-8000 IP speech gateway will provide
1-16E1 digital relay; support Chinese and ITU-TH.323V3/4
standard; support China No. 1 /ISDN PRI signaling.
CMC Call and Manage Control Center System
The system includes gatekeeper module, call statistics module
and network management module.
The gatekeeper module is responsible of caller identification,
port number distribution, number source management, call router
management and broadband management of the whole VOIP phone
network system.
The call statistic module is in charge of call statistics,
charge, formation and enquiry of calling list of the whole IP
phone numbers.
The network management module takes the responsibility of
terminal equipments remote management setting, software
upgrading, performance monitoring, failure alarming, system
daily recording and network topology of IP phone network.
(2) Grass-roots organs in rural, town and district
CNG 2000/3000 IP speech gateway: Based on module
multi-functional IP phone gateway equipments, with 2-16 channels
users’ relay port (FXS), or ring relay (FXO) for use in
medium-size grass-roots organs.
CNG 1000 IP speech gateway: Small-size IP speech gateway with
2-4 channels users’ relay port (FXS), or ring relay (FXO) for
use in small-size grass-roots organs. |
